Job Function
The Programme Manager will support the OGCI Workstreams and Taskforces to deliver their objectives, both on a day to day operational basis as well as at a strategic level. The Programme Manager will also provide leadership and direction to the work delivered internally by the Strategy and Policy (S&P) team whilst assisting in content development for key briefing documents.
Key Responsibilities
The Strategy & Policy team supports all the Workstreams (WS) and Taskforces (TF) working on the following topics:
- Methane emissions in the O&G sector.
- CCUS.
- Transport (including Hydrogen).
- Energy Efficiency.
- Natural Climate Solutions.
- GHG emissions accounting methodologies and low-emissions opportunities.
- General policies & strategies (energy roadmaps, engagement, carbon value, target definition, etc).
The Programme Manager will lead the coordination of 1 or 2 Workstreams.
Main Responsibilities and Accountabilities
Support to the Workstreams (WS):
- To develop content according to the WS/TF annual workplan: roadmap definition & progress, market insight, external policy view, commitments, etc.
- To prepare requests for proposals and manage the end to end tender process until the contract is awarded.
- To lead the WS/TF in the preparation, animation and restitution of the meetings (for each WS/TF, frequency may vary between 1 and 2 calls per month and approximately 3 face-to-face meetings per year).
- To prepare key briefing papers for Executive Committee/CEOs-Steerco on the Workstream’s progress.
- Any other ad-hoc activities.
Contribution to the Strategy and Policy work (S&P):
- To support the day-to-day operations of the OGCI (planning, meetings, documents, filing, etc).
- To prepare talking points to high level representatives in stakeholder engagement and act as liaison point when required.
- To keep a regular update of the climate international agenda and regulatory evolution, active institutions positioning, on-going initiatives both from public and major private bodies.
- To provide direction and assist the team in the preparation of key briefing papers for Excom Chair on high level discussions (particularly with CEO Steering Committee).
- To play a key role in the preparation of the annual CEO event and report, GHG emissions reporting and other internal and external reporting as needed.
- To contribute to the knowledge sharing regarding the science and regulations on climate change.
Main Interfaces
Internal:
(Direct and functional reporting relationships; interaction within and between functions)
- Reports directly to VP, Business Strategy.
- Regular interaction with the CEO, OGCI CI and other members of the Leadership Team.
- Liaison with Vice President, Strategic Marketing and Communications.
- Supervision of the Multi-media Platform Manager.
External:
(Liaison requirements with other companies; consultants; agencies; professional associations; peer groups)
- Liaison and interaction with management of Investee Companies.
- Interaction with a wide range of external stakeholders.
- Liaison with Member Company representatives or OGCI CI’s Board members, as required.
- Liaison with and management of consultants and service providers in relation to communications and marketing initiatives.
- Liaison with representatives from event host organisations.
Education and Professional Qualifications Required
- Master’s degree in Engineering or International Policy diploma in the energy sector.
- Relevant work experience in oil & gas, climate change, energy, low carbon transport & notably hydrogen, CCUS will be highly beneficial.
- Strong communication, organizational, analytical and critical thinking skills.
Additional Specialised Knowledge and Skills Required
- Demonstrated professional experience in communications, marketing, journalism or in a similar field.
Experience and Technical Competencies
- The ability to work under pressure to deliver short term deadlines and long-term annual objectives.
- The ability to quickly grasp and understand new topics, subjects and themes.
- Good balance between technical, management and policy/economic in low-carbon economy challenge.
- The ability to interface effectively at multiple levels including with Member company organisations, at both management/strategy level and working group / technical levels.
- Strong analytical skills.
- Knowledge of the climate institutions map, the climate agenda and the critical milestones.
- Project management skills, strong organizational skills and ability to prioritize and prepare action plans.
- Good decision making skills and well-developed diplomacy skills.
- Experience on Methane emissions or Hydrogen would be an added advantage.

Unusual Working Conditions

- The role is a 6 month maternity cover.
