Policy instrument options to address methane emissions

SSRN (Social Science Research Network) is a widely used, open-access platform for researchers to share preprints and research papers in various disciplines, primarily within the social sciences, but also including humanities, life sciences, and health sciences.

This academic paper analyzes the economic and operational factors driving methane emissions and flaring in U.S. oil and gas production. Using satellite data and operator-level analysis, it examines the role of ownership structure, infrastructure constraints, and regulatory incentives. The study evaluates cost-effective mitigation strategies and reveals that private firms flare more than public ones, with substantial economic potential for emissions reductions under modest carbon prices.
